ZATCA e-invoicing, Phase 2

Wave 25 halved the threshold. Most Saudi businesses are now in scope.

ZATCA is rolling out the integration phase in waves by revenue, and each wave requires direct integration with the Fatoora platform: structured XML invoices, cryptographic stamping, QR codes and API clearance, as applicable to the invoice type and the current ZATCA specification. The real work is getting correct data out of your existing systems, and that is exactly what we do.

Wave 25 announced July 2026: threshold cut to SAR 187,500
Wave 25 integration deadline: 1 February 2027
Applies if VAT-subject revenues exceeded the threshold in any year 2022 to 2025
