Custom ERP development for UAE companies

A system of record built around your UAE operation: multi-entity, multi-currency, VAT-ready and designed for UAE e-invoicing integration readiness, in Arabic and English, delivered in fixed-scope phases you can budget for.

UAE companies search for custom ERP development when the packaged options have been tried and found wanting. Groups with several entities across emirates and free zones, trading companies juggling AED and foreign-currency purchasing, service firms with project billing and retention: the more specific your operation, the more a template ERP costs you in workarounds. A custom ERP puts your process at the centre and the software around it.

PluginZ Solutions has built a full custom ERP from scratch for Alfalak, runs its own bilingual multi-tenant ERP platform Ops360 in production, and delivered a hardened Azure environment for a Saudi financial technology company. We know what an ERP needs to survive contact with real users, month-end and an auditor, because we live with one every day.

Delivery is led from our Cairo engineering hub, with on-site UAE visits where required and contracting through our available legal entities. Cairo is one to two hours behind the UAE, depending on the time of year, so most of the business day overlaps. Everything we build here is designed for UAE e-invoicing integration readiness under the Peppol-based mandate, so your ERP is prepared for its phase rather than scrambling for it.

Scope

What we deliver in the UAE

Discovery sprint and data model

A paid two to four week sprint that maps entities, processes, master data and approval chains across your group, then produces the data model, screen inventory and a fixed-scope estimate.

Multi-entity and multi-currency core

Separate legal entities, free-zone and mainland setups, AED base with foreign-currency transactions, intercompany flows and consolidated reporting designed into the ledger from the start.

VAT-ready, ASP-integration ready invoicing

Tax invoices, credit notes and returns structured for UAE VAT and designed for UAE e-invoicing integration readiness under the Peppol-based mandate, with an integration path to the Accredited Service Provider you appoint.

Operations modules that fit you

Sales, purchasing, inventory across warehouses and branches, project and job costing, HR and approvals shaped to your policies rather than a vendor’s defaults.

Arabic and English throughout

Bilingual interfaces, master data, printed documents and reports with correct RTL behaviour, so Arabic-speaking and English-speaking staff work in the same system.

Azure hosting in the UAE

Deployment on Microsoft Azure using the cloud regions available in the UAE, with Entra ID identity, backup, monitoring and a security baseline from our banking-integration work.

UAE e-invoicing and your ERP

Your ERP will be the source of every e-invoice. Design it that way.

The UAE mandate uses a Peppol five-corner model: your system hands structured invoice data to an accredited service provider, which exchanges it with the buyer’s provider and reports tax data to the authorities. The service provider transmits; your ERP has to produce correct, complete data. An ERP designed now should treat invoice structure, buyer identifiers and tax codes as first-class data rather than a report layout.

Pilot programme and voluntary adoption available from 1 July 2026. Businesses with annual revenue above AED 50 million must appoint an Accredited Service Provider by 30 October 2026 (extended by the Ministry of Finance from 31 July 2026).
Mandatory from 1 January 2027 for businesses above AED 50 million; businesses below AED 50 million appoint an ASP by 31 March 2027 and go live on 1 July 2027; government entities appoint by 31 March 2027 and go live on 1 October 2027
Five-corner Peppol model: your ERP integrates with an accredited service provider, not directly with the authorities
UAE PDPL (Federal Decree-Law 45 of 2021) expects appropriate measures for the employee and customer data an ERP holds

Timeline as of September 2026. Phases and revenue thresholds are set by the Ministry of Finance and can change; we verify the current requirements for your size and sector before scoping any work.

How a UAE ERP programme runs

Phased delivery with a fixed price per phase

From around USD 80,000, phased

Custom ERP is a phased programme. Each phase has a fixed scope and price with milestone payments, so the total is built up from decisions you make, not sprung on you.

Discovery before commitment

The paid discovery sprint produces the data model and estimate. Clients use it to decide between custom and packaged with real numbers.

Finance core first

Ledger, VAT and invoicing go live early, then operations modules follow in order of business value, which keeps the programme visible and fundable.

Working hours aligned with Dubai

Strong business-day overlap with Dubai, weekly checkpoints, and on-site workshops when the engagement needs them.

ISO/IEC 27001:2022 certified

PluginZ Solutions is certified to ISO/IEC 27001:2022, so the system holding your financial and personal data is built by a team with an audited security management system.

One accountable team

Design, build, Azure hosting and support from the same engineers. Delivery is led from our Cairo engineering hub, with on-site UAE visits where required and contracting through our available legal entities.
